Meeting Snippet: A motion was made by Mrs. Raymond, seconded by Mr. Ostrander, to set a Public Hearing for Wednesday, July 11th @ 4:20 pm for a new 40-year consolidated lease agreement at the Saratoga County Airport with North American Flight Services, Inc. for 16.71 acres of land and buildings. The motion passed. Mr. Kusnierz abstained from voting.

A motion was made by Mrs. Raymond, seconded by Mr. Kusnierz, to set a Public Hearing for Wednesday, July 11th @ 4:25 pm for a 40-year land lease agreement at the Saratoga County Airport with Prime Group Holdings, LLC for 2.82 acres of land to develop a 19,600 sq. ft. hangar and attached 30,000 sq. ft. two story office building. Unanimous.

Meeting Snippet: During their discussions with Fish & Wildlife and DEC, they have had a change in their approach with the Karner Blue Butterfly. The infield is not a good habitat. Fish & Wildlife are talking about off airport property in the Town of Wilton and no longer having the airport under all the restrictions they have. If successful, DEC would no longer have jurisdiction over the Karner Blue Butterfly at the Airport. The FAA has asked to amend the existing scope of work and add a phase 2 to deal with these changes .

Meeting Snippet: Mr. Churchill said the rotating beam obstruction removal job has been completed. The land acquisition project on runway 23 has been completed. He said the six to eight unit T-hangers have conceptual plans that were created. Meetings have taken place with the Department of Public Works with regard to options and costs, and they are currently waiting for a response back from North American to get their input. He said the plan is to finish the design during the winter months, with construction beginning summertime early fall time frame.

…Mr. Churchill said the Environmental Assessment for the five year program is currently being worked on..

Meeting Snippet: Mr. Speziale said according to FAA standards the county is required to submit an RFQ for consultants every five years. He said an RFQ was sent out to five consultants with two respondents.

Meeting Snippet: Mr. Churchill said all the data has been done with regard to the Wildlife Hazard Assessment Study, and the monthly inspections were completed in November. The Draft Final Report is currently being worked on and it is estimated that it will be complete by early February. When completed, the final report will be submitted to the County for review.

Meeting Snippet: Mr. Churchill said an analysis has been done with regard to the Avigation Easements, looking at the absolute minimum Avigation Easements to meet the FAA requirements in terms of land use, and runway protection zones. He said they are limiting easements to only existing runway configurations. In conclusion, the county will negotiate only with willing sellers. The intent is that there will be no eminent domain.

Meeting Snippet: Councilman Frank S. Blaisdell from the town of Milton read Resolution No. 28-2014 opposing each of three(3) expansion proposals presented by the engineering firm McFarland-Johnson, Inc., for the County Airport Master Plan update and against the expansion of any runways at the County Airport. This resolution was passed by the Milton Town Board.

Meeting Snippet: A motion was made by Mr. Lewza, seconded by Mr. Barrett to approve a resolution to accept a FAA Grant in the amount of $91,971, and to enter into an agreement with McFarland Johnson for an Environmental Study at the County Airport. Unanimous.

Meeting Snippet: Mr. Churchill said he has had numerous conversations with DEC about the original staging areas and they have steadfastly refused to allow a swapping of land until there is a comprehensive master plan, which will begin later this year. This is one of the reasons why it was recommended to the county to have interim rules, so there is something in place for the short term, so the longer term issues could be resolved…

Meeting Snippet: Mr. Lewza said the Town of Milton has land that is within the airport boundaries. He said he would like to set up a meeting with DEC to discuss the Karner Blue Butterfly and moving them to a new location. Mr. Lewa inquired as to whether the committee would like to join him in a meeting with the DEC to address the issue.

Meeting Snippet: Adirondack Soaring requested a renewal period as they are looking to obtain money to construct their building and they really need a lease term of 20 years in order to obtain the funding. Mr. Dorsey said a provision has been added that it would be subject to renewal of an additional five-year period upon mutual agreement of the parties.

Meeting Snippet: Mr. Zilka said there are some wildlife issues and he would like to propose that sometime in the future a meeting take place with Mr. Ritchey to figure out how to get permission to cut at least 100 ft. on each side of the runways. There is a large turkey population as well as deer in the area…

Mr. Zilka said a transient pilot brings approximately $2,500 in sales to the community every time they come to the county, and out of that is approximately $175 in sales tax revenue to the county…

Meeting Snippet: Trees taken down were a buffer between the houses and the roads. Why wasn’t more money put aside for a buffer? They said replacement trees would be 8’ to 10’, and they are getting 4’ to 6’ trees. Mr. Berardo said the F.A.A. requires an appraisal process. One issue we addressed was the land use plan portion of the study. We had a number of meetings. One recommendation was there be a notification process of properties around the airport…

Meeting Snippet: Mr. Zilka said they are occasionally getting jets from Switzerland. He said he is proposing bringing this Committee information on what the cost would be to put another 500 ft. of runway and what the County would capture. He mentioned with the addition of 500 ft., they would sell another 2,000 gallons of fuel. We should work collectively as an operator and County and look for other opportunities for funding to turn this into a profit center rather than a liability, he said. We are a functioning, operating entity, and it wouldn’t take a lot to make this a pretty good profit center for the County, he said. He stated they are looking forward to the tree removal issue. We are still fighting with the person with the tree on Runway 5, he added.

Meeting Snippet: Mr. Ritchey requested a resolution authorizing taking all steps necessary to obtain  avigation easement from property parcel #189.12-1-54 in the Town of Milton for Airport obstruction removal purpose. Mr. Rider said at last month’s meeting, we discussed this with North American. They had 16 trees cut down that were obstructions. The existence of one particular tree is the last tree needed to be cut down to allow instrument and nighttime landings…

… I told him the next step for us would be to condemn it under the eminent domain law, he stated.
